Meeting Demand for Housing in Oregon
Blazer Industries (dba Blazer Modular Construction) has been awarded a grant from the Oregon Housing & Community Services Modular Housing Development Fund to increase capacity to produce modular housing for the State of Oregon.
With this grant, we are offering a fully-funded feasibility study to deeply understand your development project and evaluate how modular development could work for your business.

What does the Feasibility Study Include?
The Feasibility Study is intended to provide a comprehensive preliminary analysis of development potential on your site using a modular offsite construction approach. This will include a conceptual site plan, market demand validation, regulatory and entitlement summary, preliminary financial analysis, modular delivery risk review, and a conceptual project schedule. We trust that this information will provide valuable context for an offsite approach to construction and also allow you to make an informed decision about your project’s direction.
What will you do with the information?
At the end of the grant period, we will compile data and lessons learned from the feasibility studies we conducted and compile them in a report for OHCS. Any project specific information such as developer names, budget targets, etc. will be kept strictly confidential. The objective of this report is to provide context for OHCS about project conditions that make offsite construction viable, and project conditions that hinder alternative delivery methods.
How much would a study like this typically cost?
If you were to reach out to a consultant for a full feasibility analysis, this would typically cost between $3,000 and $10,000 depending on the consultant and the complexity of your site.
What if I don’t have all of the requested information for my project?
No problem! Please just fill in as much information as you have.
How long will you be accepting applications?
We will be prioritizing applications submitted before September 15th so the sooner you can apply, the better! After September 15th, we will be accepting applications on a rolling basis.
I’d like to put a DADU on my property to help grow the housing supply. Can I participate in the program?
Unfortunately, with this feasibility study program, we are focusing on projects that are delivering four or more units.
